This recruitment will be utilized to fill multiple vacancies within the Public Assistance section of the Emergency Management Division.The Washington Military Department’s Emergency Management Division is hiring within the Public Assistance and Fire Management Assistance Grant Programs to support disaster recovery efforts related to COVID-19 Pandemic Outbreak – January 2020 – Continuing; Severe Storms, Flooding, Landslides, Mudslides – January 20 – February 10, 2020; and Wildfires and Straight-line Winds – September 1, 2020 through September 19, 2020, Severe Winter Storm, Straight-line Winds, Flooding, Landslides, and Mudslides – December 29, 2020 – January 16, 2021, Severe Winter Storms, Snowstorms, Straight-line Winds, Flooding – December 26, 2021 through January 15, 2022, Flooding and Mudslides – November 13, 2021 through November 15, 2021, Severe Winter Storm, Straight-line Winds, Flooding, Landslides, and Mudslides – November 3, 2022 through November 8, 2022, Wildfires – August 18,2023 through August 25, 2023, Severe Winter Storm, Straight-line Winds, Flooding, Landslides and Mudslides – January 5, 2024 through January 29, 2024, and numerous wildfires.About the Emergency Management Division

Delivery of the program will require you to:

  • Provide professional level grant management, program management, project management, financial management, and technical support to eligible sub-recipients.
  • Monitor project and grant revenues and expenditures of sub-recipient funds.
  • Coordinate the development and maintenance of accounting and auditing spreadsheets, databases, and information systems.
  • Coordinate and assemble assessment for debris removal, emergency measures, and public facility infrastructure damage.
  • Prepare and deliver PA or FMAG Program training seminars, technical workshops, and program outreach presentations.
  • Advise program applicants on program requirements and eligibility rules.
  • Monitor applicants’ projects to ensure they comply with federal/state laws, special conditions, and timelines.
  • Review and assemble project development and financial documentation.
  • Participate in and assemble information on damages and costs following emergencies and hazardous incidents.
  • Serve in an operational capacity in the State Emergency Operations Center and/or Joint Field Office during emergencies and disasters.

*Although the title of this recruitment is Public Assistance Program Delivery Manager, work is performed at the level of a program coordinator. These positions do not manage people or a program. The working title of this position is named to align with the equivalent position titles in the FEMA program model.QualificationsREQUIRED QUALIFICATIONSTwo years of experience as an Emergency Management Program Specialist 1;ORA Bachelor’s degree AND two years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, wildland firefighting, and/or urban planning.Additional qualifying experience will substitute, year for year, for the education requirement. A Master’s degree or Ph.D. will substitute for one year of the experience requirement.ADDITIONAL CONSIDERATIONSExperience:

  • Grant/contract management to include experience in the development, negotiation, implementation, monitoring, and evaluation of grants/contracts for federal, state, local government, or private entities.
  • Project management and/or coordination experience with construction, infrastructure, or public works projects.
  • Public speaking to include teaching, training, and/or presenting to small or medium size groups to teach a skill or relay critical information.

  • Analyze and apply complex and technical material such as federal and state laws; federal Code of Federal Regulations; federal and state directives, regulations, policies, etc.
  • Effectively communicate using clear written and verbal communication skills.
  • Use Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Access, and SharePoint) to develop complex documents in support of program objectives.

Supplemental InformationCompensation: Wage/salary depends on qualifications or rules of promotion.CONDITIONS OF EMPLOYMENTBackground Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.Telework: This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference.
