Salary: $5,643 – $7,589 MonthlyNOTE: This position is currently only available to active permanent DCYF/agency staff.We are looking for a licensing professional to join our Child Care Licensing office in Spokane to lead a team of Child Care Licensors for Family Home Child Care, Child Care Centers, and School Aged Child Care Programs. This position will also lead some community engagement work and will serve as the unit lead worker during the supervisor’s absence. We encourage women and people of color to apply.The Opportunity:
As a Lead Child Care Licensor, you will serve as the designated lead licensor for child care and early learning services and, unit trainer, administering uniform procedures according to RCWs, WACs, and policies for recruitment, development, licensing, certification, technical assistance, monitoring, complaint inspections, and legal activities for all required child care and early learning environments, including but not limited to Family Home Child Care, Child Care Center and School Age Child Care programs.Some of what you will get to do:

  • Lead and mentor DCYF unit childcare licensing staff to WAC 110.
  • Based on federal and state regulations, conducts initial and annual evaluations of family home child care, child care centers and school age programs that are required to be licensed or certified.
  • Assess childcare facilities to ensure the environment is safe and healthy.
  • Assesses childcare activities and equipment to ensure developmental appropriateness and, an anti-biased approach and cultural relevancy of early learning services.
  • Provide consultation, technical assistance and guidance to licensing regulations and Early Achievers requirements.
  • Lead activities such as, education on licensed and certified childcare issues to parents, community partners and the local community through activities.
  • Verify care licensing qualifications in MERIT for applicants, licensees and staff for all licensed and certified child care providers.
  • Coordinate information received for background clearance on licensees and those with unsupervised access to children.
  • Complete all licensing applications within the required timeframe.
  • Submit initial, non-expiring, and probationary licenses and certifications to the Child Care Licensing Supervisor.
  • Appear and provide testimony as the Department’s representative at hearings concerning child care licensing adverse actions.

Required Qualifications:

  • One year of experience as a social and Health Program Consultant 2, Social Service Specialist 3.

OR

  • Two years experience as a Work First Program Specialist or equivalent work experience with automated eligibility systems.

OR

  • Five years of experience doing planning, administering, developing, or delivering social, financial, health or chemical dependency treatment services programs.

OR

  • A Bachelor’s degree in social work, a health or social science, Early Childhood Education, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial health services programs.

OR

  • A Master’s degree or higher in Social Work, a health or social science, Early Childhood Education, public administration or a related field, AND three years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

Note(s):
*Additional qualifying education will substitute, year for year, for the required experience.*Above experience may include professional level child care licensing or early childhood education in a licensed child care setting or formal early childhood setting.*Experience may also include child care compiling and evaluating facts to recommend for management action or decide compliance with program guidelines and regulations.*A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.*College-level course work may substitute for degree type if 30 semester or 45 quarter credits are in social services or child development disciplines.In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Demonstrated skills and ability to deduce potential impacts of conditions or assess risk.
  • Demonstrated ability of computer skills, including the use of mobile computing devices.
  • Demonstrated skills and ability of proficiency with Microsoft Office including Word, Outlook, and Excel.
  • Demonstrated skills and ability in communicating complex technical and regulatory information to clients and the public of diverse cultural backgrounds.
  • Demonstrated skills and ability monitoring or overseeing licensed child care.
  • Demonstrated knowledge of principals of child development.
  • Demonstrated knowledge of risk assessment and decision making.
  • Demonstrated knowledge of researching and applying law regulations.
  • Demonstrated knowledge of Interviewing techniques.
  • Demonstrated knowledge in the role of being an expert representative in both court proceedings and multi-disciplinary team service delivery.
  • Demonstrated knowledge of concepts of group dynamics.
  • Demonstrated knowledge of current literature on early care and education practices.
  • Demonstrated knowledge of the concepts of community organization as applied to the development of community resources.
